S.227 would expressly authorize South Carolina counties and municipalities to adopt "concurrency programs," allowing local governments to require that critical infrastructure and public services keep pace with growth before development approvals are granted. The legislation would apply to infrastructure such as roads, water and sewer systems, stormwater facilities, fire and EMS services, law enforcement capacity, and other public facilities identified in local plans.
